where do you equip it? ive unequiped every item, but it wouldnt work?

You have to be in a guild to have a cape. It is equipped automatically and never comes off.

the guild has to have a cape as well.

and it comes off when you leave a guild

Make sure you are in a guild first, and then go to the emblem maker in Ascalon..or Lions Arch or whatever and have him make you one, i think the price is 100g.

Actually capes are 2000.
